Congress, the Constitution & “The Great Compromise of 1787” The Constitution Convention was held in 1787-89. The Constitution was adopted in 1789. But two compromises tainted the original Constitution. Both Compromises were used to unite the states. The 1st Compromise excluded slaves and Indians from having Liberty and Equal Rights. This Compromise led to the Civil War. The Civil War got the Constitution Reconstructed, guarantying Liberty and Equal Rights to everyone, just as the DI does. The 2nd Compromise is called “The Great Compromise of 1787.” It makes Congress an unwieldy bureaucracy. It is still uncorrected in the Constitution. The United States had a good start. Our founding fathers knew all of the mistakes that previous leaders made. So they tried to avoid these mistakes in the Declaration of Independence and the Constitution. Their Philosophy came from two 17th Century British philosophers; Thomas Hobbes and John Locke. Thomas Hobbes believed that by nature: all people pursue what they perceive to be in their best interest; including the desire for power and status. John Locke believed that by nature: people are selfish; that all people are Equal and independent; and everyone has a right to defend his “Life, Health, Liberty, or Possessions". This became the basis for the phrase in the DI: "Life, liberty, and the pursuit of happiness." Both Hobbes and Locke believed nature was not enough. That government was necessary to resolve conflicts in a civil way. Locke also advocated governmental separation of powers and believed that revolution is not only a right but an obligation in some circumstances. These are the philosophies that our founding fathers used as guidance in the Declaration of Independence and the Constitution. At the Constitution Convention (1787-89), some states were bitterly divided over their size differences. To unite the states (get them to sign the Constitution) our Founding Fathers accepted the Connecticut Compromise. It became known as “the Great Compromise of 1787.” It apportioned each state with two (2) Senators while the House of Representatives is based on population. Thus from the beginning, this Compromise made Congress too big. Then as our population grew, oversized Congress grew bigger. Now, oversize Congress is a costly bureaucracy that is slowly destroying America. Unfortunately, the Constitution gives Congress sole power to change the Constitution. Since the 2nd Compromise made shameful and disreputable concessions to the Constitution, it is called “the Great Compromise of 1787.” Our founding fathers did not realize that oversized Congress would cripple government. But in the 41 years after the Constitution’s Reconstruction, government became aware of this problem. So in 1911, Congress fixed the House at 435. Since then, Congress has 435 Reps and 100 Senators. But Congress’s is obligated to make government efficient. So it should have made itself smaller. Combine the House and Senate into ideal size; about 11 Independent members. Obviously, that 11 Independent Congressmen are better, faster and cheaper than 535 Congressmen! More than 11 members just form an expensive bureaucracy! With 535 members, Congress is hopelessly outmoded; unwieldy; a dinosaur. So why is tax money supporting an oversize Congress that is avoiding its Constitutional duty and bogging Washington down? The 535 Congressmen function as two: Democrat or Republican. And split, ½ Democrats and ½ Republicans, they are constantly bickering. Each party blames the other for government’s failures! So 535 Congressmen are being paid for bickering; and the citizens are not being represented. At the Constitutional Convention, it was necessary to unite the states. But the states have been united for 223 years. So it is crazy to pay 535 Congressmen when 11 Independent Congressmen would be better, faster and cheaper. Unfortunately, Congressmen love their luxurious offices that are staffed with secretaries and assistants. So they protect that luxury; instead of doing their job and eliminating 524 (535-11=524) members. The average cost for operating each Congressional office exceeds $1 million per year. If Congress eliminated 524 members, that would save taxpayers more than $524 million (1/2 Billion) each year. And it would eliminate Congressional Earmarks and Pork Barrel Projects. Presidents have said that if Earmarks and Pork Barrel Projects were eliminated, it would be easier to balance the budget. Congressmen have mastered the art of elections. They spend their entire career in Congress. To appear caring, they add “Earmarks and Pork Barrel projects” to legislative bills. But they are using government money to advertise themselves for re-election. And these Legislative additions increase spending and add to the US Deficit. If Washington’s Politicians were limited to one term in office, they would not be concerned about re-election. Then they might serve the people. Congressional Reps should be Independent; limited to one-six year term in Office; and each two years, replace 4/4/3 members. The 1950-60’s Civil Rights Movement lasted about 18 years. It was about Freedom and Equal Rights for blacks. If Congress had been 11 members, Congress would have immediately impeached government officials that were depriving Civil Rights. Then the CRM would have been stopped immediately. Unfortunately, with 535 members, oversize Congress could not get the 2/3’s vote needed for action. A recent newspaper article said that Congress had picking a 12 delegate Super Committee to solve the Debt Crisis. After 100 years (1911-2011), Congress is finally reducing itself from 535 Reps to a 12 members. That means that our taxes are paying 523 Congressmen for doing nothing, while a 12 delegate Super Committee tries to solve the Debt Crisis that Congress created! Thus, Congress is living luxuriously, while they control oversized Congress and destroy our country. Another article found that when Washington, D.C., was compared with the 50 states; Washington’s affluence grew faster than any of the 50 states. What else would Americans expect from Government Officials that collect taxes, pay themselves dearly, and evade duty? Our founding fathers followed John Locke’s philosophy; separate government’s powers . In the Constitution, they created three branches of government. Each with the power to uphold the Constitution. Upholding the Constitution is their only duty! And the Constitution tells them to secure Liberty. So thousands of times, I petitioned all three branches to secure Liberty (Freedom to walk on public golf courses.) But instead of securing Liberty, all three branches evaded the issue. They are interested in votes; not Liberty and Justice for all! “The Great Compromise of 1787” was necessary at the Constitution Convention. But it has not been necessary for the last century. Therefore, it should be corrected. The US is supporting 535 Congressmen, unnecessarily. 11 Independent Congressmen function faster, better and cheaper. Congress has the sole power to make itself smaller. And Congress is obligated to operate government the best it can. In 1911, when Congress fixed itself at 535 members, it was obligated to make Congress ideal size; more functional and efficient (about 11 Independent members.) But Congress protected its 535 lucrative federal jobs, instead of looking out for the taxpayers (the people.) Government looks out for itself. It only pretends to look out for the people. Government is slyly evading the Constitution!

GOVERNMENT- The Constitution & "The Great Compromise of 1787"
[edit]The Constitution was adopted in 1789. But some compromises were necessary to get it approved. Two (2) big compromises tainted an otherwise great Constitution. Even though these Compromises were necessary to unite the states; they would cause big problems in future years. The 1st Compromise in the Constitution was made because some states wanted slavery to be legal. Those states succeeded from the union. To unite all of the states, including the succeeded states, slaves and Indians were excluded from having Liberty and Equal Rights in the Constitution. This Compromise caused the Civil War. After the Civil War, Amendments 13, 14 and15 (1765, 68, 70) reconstructed the Constitution to guaranty Liberty and Equal Rights to Every Citizen of the US, just as the DI does. Thus, the 1st Compromise was corrected! The Constitution’s 2nd Compromise still needs to be corrected. At the Constitution Convention, some states were bitterly divided over their size differences. To pacify and unite these states, our Founding Fathers accepted the Connecticut Compromise. Locke also advocated separation of government’s powers; and believed that revolution is not only a right but an obligation in some circumstances. Both Hobbes’ and Locke’s philosophies influenced the Declaration of Independence and the Constitution. Our founding fathers agreed with John Locke’s philosophy of separating government Powers. So in the Constitution, they formed government into three branches. Legislative Powers (Power to write laws) vested in Congress. Executive Powers vested in the President. Judicial Powers vested in the Courts. Then each of the three branches is given the power to uphold the Constitution. But with sole Legislative Power, only Congress can change the Constitution. Because of “the Great Compromise of 1787” and America’s population growth; in 1911, Congress had become an oversize 531 member dinosaur (435 Reps and 96 Senators.) And only Congress has the power to make Congress smaller. But 531 Congressmen benefit from their lush government jobs. So in 1911, Congress just fixed the House of Representatives at 435 members. If Congress cared about America’s finances, they would have combined the Senate and the House into one ideal, small size Congress (about 11 Independent members.) Obviously, 11 Independent members will function better, faster and cheaper than 531 members! But instead of doing what is good for America, Congress did what is good for Congress. By fixing the House of Representatives at 435 members, 531 Congressmen secured their luxurious government jobs. “The Great Compromise of 1787” makes Congress too big. It was put in the Constitution to unite the states. But the states have been united for more than 200 years. So Congress has been obligated to correct this compromise for a long time. Unfortunately, Congressmen love their luxurious jobs. Their offices are lush and staffed with secretaries and assistants. So they protect that luxury, instead of doing their job and eliminating 524 members (535-11=524). The average cost for operating each Congressional office exceeds $1 million per year. If Congress eliminated 524 members, that would save taxpayers more than $524 million (1/2 Billion) each year. What else would Americans expect from Government Officials that collect taxes, evade duty, and pay themselves dearly? The Senate has sole power to impeach. But with 100 members, the Senate is an immobile dinosaur. It is almost impossible for them to get the 2/3’s majority needed to impeach. The 1950-64’s Civil Rights Movement was about Freedom and Equal Rights for blacks. But during the first 13 years of the CRM, Washington did nothing. Then President Kennedy initiated what became the 1964 Civil Rights Bill. But throughout the 14 year CRM, while blacks were being denied their Civil Rights, not one official was impeached for violating the Constitution. If the Senate (Congress) had been small, Civil Rights leaders would have rallied their support to impeach Civil Rights violators; and the CRM would have ended in its infancy. The Constitution tells government “secure Liberty and establish Justice.” But 3 adjoining Florida cities would not “secure Liberty” to walk on public golf courses in their jurisdiction. So I sued them for Liberty to walk on public facilities. But since the defendants were cities, the courts became Kangaroo courts that helped them hide their crime of not “securing Liberty.” Hence, no Justice. Walking on public facilities is a healthy exercise that government is Constitutionally obligated to promote. So thousands of times, I wrote to the President, his staff, and every Congressman, asking them to help me “secure Liberty” to walk on public facilities. But every one of them avoided my contacts. Hence, they avoided their Constitutional duty. And the Senate did not impeach one of them for failing to “secure Liberty and Justice. When officials get impeached for not following the Constitution, then they will follow the Constitution. EPILOGUE. Today’s politicians are not patriotic enough! They act as if they care about the people. But they are more interest is votes and job security than upholding the Constitution! If Congress cared about the America’s finances, it would make dinosaur Congress small; about 11 independent (uninfluenced) members. Those 11 members will have the dexterity to be effective and efficient! Americans are electing phony, self serving politicians to run America!
