This is referenced almost entirely to primary sources that are not support for notability. You do not establish an event as notable enough for inclusion in Wikipedia by referencing the content to the self-published reports of its own participants; you have to show reliable source coverage about it in media that analyzes its significance journalistically.
But apart from the self-published stuff, the only independent sourcing here is brief glancing namechecks of its existence in books about other things, which still isn't enough as the Yukon River Flotilla is not the subject of a significant volume of content in those books.
