Category pages can be edited, just as other pages, but this only applies to some head matter at the top of the page and not to the content of the category. Most of the time, there is no need to edit the category page.
Pages are assigned to categories by entries on the article page itself. If you look at the bottom of a page, there is usually code like [[Category:Some category 1]] that makes the page where it appears a member of the category named 'Some category 1'.
Renaming categories is a more involved process and that is generally done only after a discussion and with the help of a bot, since the renaming affects every page in the category.
While anyone can create a new category and add pages to it, this sort of activity should best be done by someone familiar with the various polices that apply to categorization. There are conventions about naming, about when a category is a sub-category or super-category of some other category, and the often-confusing issue of diffusing categories vs non-diffusing categories.

Hi, I'm Hayman30. Please read WP:NOTBROKEN. There is nothing wrong with linking to redirects, hence there is no need to pipe them. Hi there. I appreciate your enthusiasm in nominating the article on Eurovision Song Contest 1997 for the "Did you know" section on the main page, however it is highly likely that your nomination will be rejected given that the article does not currently meet the eligibility criteria for inclusion. I feel it would be wise for you to read through the rules for DYK and the supplementary guidelines before nominating further articles. Normally yes, however the review on that article was considered invalid as it did not follow the usual procedures for a GA review and thus the GA status was reverted. The full account of the issue can be found here. The article is still nominated for GA review however, and as I mentioned in my comment on the DYK nomination template the plan was to nominate once a thorough GA review is concluded and once the article has been officially passed.
