Hi, Colejohnson66. I feel you haven't read Wikipedia:Non-free Content Criteria policy, so please read it now: Clause three states that a non-free image on Wikipedia should only be of the same size that is needed, not more. Microsoft Visio article is using a 64x64 image, hence a 256x256 is NOT compliant with NFCC (regardless of whether it is fair-use or not).
Oh, and one more thing: Unlike what you said, 256x256 is not 50% of the original size; it is 100%.

- Well, on File:Publisher 2010 icon.png, File:Excel 2010 icon.png, File:Microsoft Outlook Icon.png, and other Office 2010 icons that arn't svg or lync, they are at 256x256, but the page uses 64x64... --Cole Johnson (talk) 18:37, 8 April 2011 (UTC)
You can reduce their size to 64x64 and tag them with {{non-free reduced}}. I think I am going to do it right now. (But beware: Overdoing is just as bad as underdoing; I don't want you to go ahead and mark every single file in Wikipedia for reduction! Some images are meant to be seen in the File namespace.)
As for Lync, File:Microsoft Lync 2010 client - icon.PNG is 48x48 and it is okay.
