On the nature of "requirements"

In re this edit summary, quoting from WP:RPLA, with my emphasis:

Normally, we try to make sure that all "inbound redirects" other than misspellings or other obvious close variants of the article title are mentioned in the first couple of paragraphs of the article or section to which the redirect goes. It will often be appropriate to boldface the redirected term at its first occurrence in the target, though insignificant or minor redirects can skip this.

Issue is if I don't, people who are redirected from the term "Unrestricted domain" will be confused. Most of your edit was probably improvements, but I couldn't figure out how to disentangle the technical fixes from the undesirable part of your edit, so I had to revert the whole edit. Carlyle's original meaning is NOT how the phrase has been commonly used over the past 150 years, so your edit to the lead section unfortunately emphasized exactly what should not be emphasized. I am, unfortunately. This caused a huge kerfuffle over at the instant-runoff voting article since it violates the policies on canvasing. I made an edit on a page but didn't realize that my IP address would be displayed until after the edit. I received a notice stating that if I registered and created a username, then the edit will no longer display my IP address; however, upon creating my account, my IP address is still visible on the edit. I started to edit by adding citations to some articles that had no sources. I came across the article on Yazali, Arunachal Pradesh. Upon Googling, a useful site seemed to be villageinfo . in (which seems to contain some basic census data about the village) But when I tried to create a citation, I was told that the site was blocked because it was considered unreliable by the community. In fact when I tried to post this message on your talk page, I found I couldn't do that because the site appears to be on some kind of Spam blacklist! For now, I added a citation from another Indian magazine. But how can I learn more about why this site was blocked or why it is considered unreliable? I don't care about this website in particular. Hmm, I was under the impression this would fall under the "Fixing format/layout errors" exception on WP:TPO?
