Hello. Actually, when an OBE recipient is advanced to CBE, the letters CBE replace OBE, even though they have both awards.
The Order of the British Empire classes are: Knight/Dame Commander (KBE/DBE) Commander (CBE) Officer (OBE) Member (MBE)
Rudolph Walker has been promoted in the Order from an OBE (Officer) to a CBE (Commander). So his correct title is now Rudolph Walker CBE.
If you do not believe me, feel free to check the titles of other recipients who have been advanced in the Order.
