Former governments in exile
[edit]I undid your change for the Estonian government in exile, however, I see you've been busy on a wider range of articles and categories. As an example, the three Baltic governments (Estonia, Latvia, Lithuania) all made arrangements to vest sovereign authority, so not all governments in exile during WWII are "former governments" in exile.
