Area The difference between non-proft, profit, and public hospitals are clear and distinct. The edits focuses more on public hospitals . Questions that can help people get a better understanding: Include how does financial, geographic, and political aspects placed public hospitals in risk of conversion and closure. What does conversion mean? What services accounts as profitable medical services? What other aspects differentiate the different types of hospitals?

I think your sentence "Public hospitals are not necessarily not-for-profit hospital corporations" is a little out of place. Maybe add it to the sentence 2 sentences before? Something like, "The remaining third is split between for-profit and public, [public hospitals not necessarily being not-for-profit hospital corporations]."
I think your sentence "Public hospitals are owned by federal, state, and local city and county authorities" should then come after the sentence above since you are now not talking about all kinds of hospitals, but only public hospitals.
I think your sentence about safety-net hospitals can be combined with a later sentence. Like, "In addition, [many U.S. urban public hospitals playing the role of safety-net hospitals who do not turn away the uninsured], may charge Medicaid, Medicare, and private insurers for the care of patients."
You could also add it to "Public hospitals, especially in urban areas, have a high concentration of uncompensated care, [as safety-net hospitals], and graduate medical education as compared to all other American hospitals."
Since you are mentioning safety-net hospitals before, you can probably delete the sentence about safety-net hospitals in the last sentence of the second paragraph.
Since this second paragraph is about the financial implications on public hospitals as safety-net hospitals, I think your sentence with service statistics is out of place, but it is important to see what is being lost when the hospitals close. Try to make that sentence fit in more fluidly.
