Notability is not dependent on the referencing state of the article but rather of the significance of the coverage in independent reliable sources. While no doubt a journal article is a reliable source, it does not by itself show significant coverage.

Please explain to me then why this organization is considered "notable" (with no references) https://en.wikipedia.org/wiki/English_Australia? And The National ELT Accreditation Scheme is not considered notable even though it is a member of QALEN and GAELA, both notable international Quality Assurance agencies?
