I'll leave the spam issue aside. Even if the article were not eligible for speedy deletion under that criterion, there would still be the issue of whether the school is notable enough for inclusion, and I highly doubt that it is. Please see the notability guidelines for organizations for further reference. Also, due to the nature of Wikipedia, where anyone and create or edit an article, not all articles get the attention they deserve. Therefore, using the existence or quality of article X as a justification for the existence of article Y does not carry a great deal of weight. I hope this helps.
