I don't like my old username due to not meeting Wikipedia's username policy.

It looks like there's been abuse of multiple accounts. I guess you need to list all the accounts you've edited under. I suppose you need to log in on your original account and address this there. It's pretty clear from the edit summary from the edit where you created the now deleted article, "It is better than the old article, because the old article has Vandalism, and it is deleted, my old account has blocked, even my IP address. The persons behind are PlyrStar93 and Widr. That's the reason why I made this article." This deleted draft article is a hoax, so while it would be good to change user names, I cannot unblock you because of the fake article. I mean, it is vandalism. The reason your original account was blocked was the fake looking article. An internet search found no such entity. Your best bet would be to come up with reliable sources showing the subject does in fact exist and is notable. Come to think of it, you need to make that attempt at your original account.
