[edit]The term integration is a concept that varies in different societies. There is not a universal definition of integration in which the international community abides by, turning it into a grey area.
In an inverted down Maslow hierarchy of needs (Figure 1) all of the primary needs to be met in order for the migrant to begin their path towards citizenship. When deteriorated, defectors find it difficult to effectively
blend into their new community. As a result, a migrant's chances of becoming naturalized a citizen is hindered and possibly unobtainable. The United Nations High Commissioner for Refugees has acknowledged this issue,
particularly on the account of North Korean defectors. Declaring all North Korean defectors in China to be seen as 'persons of concern', the Chinese government refuses to recognize the claims to seek asylum valid. A new
approach in which the UNHCR has proposed is to begin by framing an understanding of population mobility within and outside of North Korea as something more than a simple threat to stability. The human security situation in North
Korea is desperately poor where access to food is scarce and health care practices are outdated. Since the famine that caused between 240,000 to 420,000 total deaths, the quality of living conditions has since deteriorated for
nearly two decades now. Furthermore, annual fatalities are estimated at 600,000 to 850,000 which can attribute to the economic decline Post-Cold War Era. Statistics that have monitored movement out of North Korea over the past
