In response to your query on my talk page, I am incapable of granting any permissions to anyone as I am not an administrator or other such sysop. However, any registered account can upload images. You absolutely must own the copyright to the image, meaning it has to be something to created yourself (not something you found online) and you have to add the proper license tag to it. It could also be a US Federal Government image, since those are all in the public domain.
