Abuse of Twinkle reports

Where do I post an abuse of Twinkle report? This user used Twinkle to post a single warning block notice on my talk page for my good faith and appropriate edit of his inappropriate application of tags. It is clear that he does not understand Wikipedia policies and is, therefore, not qualified to be using Twinkle. --184.99.172.218 (talk) 16:24, 3 October 2010 (UTC)

Concept

Active Message - A messenger link in the left pane, Where if i click on that link, it should ask me an input box for a message, Once the message is entered and confirmed, The message need to be inserted on all the active wikipedians usertalk page (Active can be active within last 7 days) The number of users will be counted as most active 50...

This script is for using in other language wikipedia (Ml.Wiki)
