If a reviewer can see nothing other than a bare url, it is difficult for him to convince himself of the adequacy of the references to demonstrate the notability of the subject. I removed your questions from Wikipedia:WikiProject Articles for creation/Help desk but I'll answer them here. Wikipedia has several noticeboards, each for specific issues. AfC only handles articles waiting to be accepted.
For help improving Cypress Grove (musician), I recommend engaging with WP:WikiProject Musicians. The parent project, WP:WikiProject Biography might also help. Either of those WikiProjects might upgrade the article to B-class. When you feel ready, you may nominate the article for good article status. I'm terribly sorry. I thought it was weird as I hadn't gone through this procedure before and it had been a long time since I submitted my last page and had forgotten how to do it. So I looked up the procedure and it said to do it that way. I'm sorry again and I agree that the article isn't finished yet and has to be completed. You are obliged to declare your COI as described in the guidelines. All drafts have to be submitted for review, and anything that reads like advertising will be deleted.
