Hi thanks for supplying the link to the containing page http://airlandseaweapons.devhub.com/blog/482328-t-72-in-the-gulf-war/ Unfortunately though it does not say anything about copyright, and the same story with the terms and conditions page saying nothing. The bureaucracy here is due to the copyright law that says copyright licenses must be granted in writing. So that means we have to find something that says the picture can be used, and for Wikipedia we want it to be free for everyone to use and modify. If you are prepared to put in the work, perhaps you can put in a comment at that blog to ask where the picture came from and to release it under a CC-BY-SA-3.0 license (or public domain if in USA).
