Articles require independent secondary sources - such as analysis of the bill by major news organizations. In practice, few bills garner sufficient independent attention to meet Wikipedia's notability guideline for inclusion. Also you may not state an opinion about what the cosponsorship status means unless you attribute the opinion to a reliable published source, otherwise it is original research, which is not allowed on Wikipedia.
