You have a list of CA urban areas. Galt, CA is on that list. However, the United States Department of Agriculture (USDA) sees Galt, CA as rural. This is evidenced by the fact that one can obtain a USDA loan to purchase real estate in Galt with no down payment required. If you check the USDA's information Galt is Rural. How can a city be Urban and Rural at the same time? Either the Census department, or the USDA has made an error.
