The Arbitration Committee is the panel of editors responsible for conducting the Wikipedia arbitration process. It has the authority to impose binding solutions to disputes between editors, primarily for serious conduct disputes the community has been unable to resolve. This includes the authority to impose site bans, topic bans, editing restrictions, and other measures needed to maintain our editing environment. The arbitration policy describes the Committee's roles and responsibilities in greater detail.

You might want to ask about File:Early Works 1969 premiere poster.jpg on c:COM:VPC because it seems too simple to be eligible for copyright protection in the US per c:COM:United States and it also might not be eligible in Yugoslavia per c:COM:Yugoslavia. If it's not eligible for copyright protection in both the US and Yugoslavia, it can be relicensed and moved to Commons. If it's eligible for copyright protection in Yugoslavia and not in the US, it probably can be relicensed for local use on Wikipedia as {{PD-ineligible-USonly}}
