If you're just looking for references from articles in en-wiki so you can use them in arabic-wiki, why do you need to be unblocked? That should be just as easy as a reader? I've assumed you didn't want to duplicate my entire userpage onto your talk page. If you are trying to contact someone, then {{ping|their username}} ~~~~ at the end of your message is the appropriate method.

You've still not explained why you can't copy en-wiki sources without being unblocked. Nor does a general "pledging not to repeat the offense" remove the concern of "I suffer from a major deficiency in modifying information in English articles". Someone else will review your next unblock request, but you need to be specific - what exactly are your issues. How will you avoid them in the future? I am permanently banned from the English Wikipedia and I need to lift the ban on me as it is important to me. I want to return to contributing to the English Wikipedia knowing that I pledge not to repeat the violations that I have done.
