Arguably-polemic userbox modules.

I have seen some userbox modules which seem not to gel with WP:UP#POLEMIC, such as Template:User decent (which implies derisively that America is suddenly indecent), Template:User smart (which implies derisively that America is suddenly dumb), and Template:User think (which implies derisively that America is suddenly unthinking). Do these policies apply to things like that? If not, it's hard to see where the policy starts and ends; I'm wondering if somebody could shed some light on that.
