In general, a person or organization added to a list should have a pre-existing article before being added to most lists. Request reason:
This is the IP range for all Three Mobile customers in the UK, I think blocking this is a step too far. You're causing an outage to thousands of users because one or two made sime bad edits that can easily be reverted.
Decline reason:
Don't worry, the block doesn't stop you from editing. You just have to sign in with your account. If you don't have an account, one may be created for you via WP:ACC. Yamla (talk) 16:56, 20 April 2019 (UTC)

- I'll add that, going through recent contributions from this IP range, I found lots and lots of vandalism or unhelpful edits, but very few good-faith improvements of Wikipedia - certainly not thousands.
