This block only affects people who are not logged in. That seems fair for public wifi. Also, this IP address is on Spamhaus's CSS blacklist. It's a bigger problem to be on Spamhaus's blacklists than to be anon-blocked by English Wikipedia. You should tell your service provider that they should be doing more to combat spam coming from their networks; this is the only way their customers will have unrestricted access to the internet.
