I noticed that while you provided a valid copyright licensing tag, there is no proof that the creator of the file has agreed to release it under the given license.
If you are the copyright holder for this media entirely yourself but have previously published it elsewhere (especially online), please either
- make a note permitting reuse under the CC-BY-SA or another acceptable free license (see this list) at the site of the original publication; or
- Send an email from an address associated with the original publication to permissions-en@wikimedia.org, stating your ownership of the material and your intention to publish it under a free license. You can find a sample permission letter here. If you take this step, add {{OTRS pending}} to the file description page to prevent premature deletion.

I noticed the description page specifies that this media item is being used under a claim of fair use, but its use in Wikipedia articles fails the first non-free content criterion in that it illustrates a subject for which a freely licensed media item could be found or created that provides substantially the same information or which could be adequately covered with text alone. If you believe this media item is not replaceable, please:
- Go to the file description page and edit it to add

- First...please use four tildes (i.e. ~~~~ to sign your talk page posts....this is 'wikipedia policy' and needed to make the 'timestamp' appear, as well as to make the proper 'links' to your user page and user talk page.
- Second, there is no 'in charge of editing' a page on Wikipedia...no particular editor 'owns' or 'controls' any article....see WP:OWNER
- Third, all images of living persons /must/ be 'free', as wikipedia content is distributed under the CC-BY-SA license. A 'fair use' claim can only be made in cases where it is impossible to obtain a 'free' image of the subject, such as in the case of a deceased person. As the 'source' you linked specifically makes a copyright claim about the image, it cannot be used on Wikipedia. The image would have to be 'licensed' to Wikipedia under the CC-BY-SA license by the copyright holder, which would involve them allowing for the unrestricted use of the image by any person or legal entity, for any purpose (including commercial purposes) with only the 'restriction' of requiring attribution.
- Four, your statement about 'being put in charge' implies that you have a 'connection' with the article subject. If that is the case, then it is 'inappropriate' for you to edit the article, as you have a 'conflict of interest' in that you have a motivation to paint the subject in a positive light, and that is not inline with the 'neutrality' principles of Wikipedia. See WP:COI.
In order to 'upload the picture properly', the copyright holder would need to contact the OTRS team in order to 'verify' that the image is released under the CC-BY-SA license, or another 'compatible' free license...see this link for details... [1].
