The reasons for concern are that this edit to the article on Valery Kavaleuski added a lot of material describing accomplishments by Kavaleuski, all attributed to a single website that is not in a position to assess Kavaleuski's actions independently; and this edit placed a new claim about Kavaleuski's notability in the first sentence of the lead based purely on a 2-page almost content-less website apparently led by Kavaleuski, giving the appearance that the aim was to promote the new website and the organisation that is supposed to be associated with the website.
