The order of the ref numbers doesn't matter. They're like that based on which ref comes first in the overall page. If a series of refs are like this: [2][16][4][30], it's fine. All that matters is that the refs are formatted and placed correctly. Plus, in certain cases, the refs are in episode order, which means when you rearrange the refs to put them in ref order, you're ruining the episode order.
