Minneapolis Aquatennial--Teahouse question

Take a look at the note, which says: "^ Minneapolis was recognized as a town by the state legislature in 1856, and was incorporated in 1858. The year of the sesquicentennial celebration was based on the incorporation date to align the city's celebration with the state's sesquicentennial celebration."
