There is a significant start up cost connected to building transrapid style maglev rail. Compare Shanghai airport connection to the Shanghai extension connection the extension is significantly cheaper because of this.

Also, true that Chinese labor is significantly cheaper, but it relay does not make a significant impact because of labor cost is limited part of the construction. Also equipment cost and and groundwork is more expensive because of difficult ground condition around Shanghai. The Shanghai airport connection also used shorter rail segment also increasing cost. Cost of maglev propulsion and guideway is reduced the last 8 years since the Shanghai airport conection was built.
