City of oblast significance (subordination) (Ukrainian: Місто обласного значення, Misto oblasnoho znachennya) is a municipality that designated into a separate district within its region where it is located. In Crimea such cities are referred to as cities of republican significance. Such territorial division was created with introduction of oblasts back 1932.
Definition
[edit]Each region has at least one city of regional significance such as its administrative center. A city is granted the status usually because it is economical and cultural center that has a developed industry, utilities, considerable number of state provided housing, and population of over 50,000, if for further economical and social development of a city it is appropriate to establish a direct management by regional organizations. In some cases to such category of cities of regional significance could be attributed a city with population of less than 50,000 if it has important industrial, social-cultural, and historical significance, a close prospective for further economical and social development, increase of population. Such city status is granted on a decision of the Supreme Council of Ukraine - Verkhovna Rada.
To the city's authorities discretion it can be divided into raions (raion within city). Along with raions of a region the cities of regional significance are the second level of administrative-territorial division of Ukraine. Beside having raions, the city can be divided into various municipal councils (rada) (often considered as its extended metropolitan area, suburbs) such as smaller city council, town council, and/or rural council. Also a city of regional significance can simply be composed of one settlement itself.
In 2012 there are 178 cities of regional significance with the biggest number located in the Donetsk Region - 28 and the lowest number located in the Ternopil Region - 1 (Ternopil). On average there are seven cities in each oblast or Crimea.
