This is a list of declared states that currently maintain military forces in the area which they claim to be their soveriegn territory, but control no permanantly populated place within their territory and have no international recogntion. If they can be proven to control a permanantly inhabited place within their claimed territory or are recognized as independent by at least one other state they should be added to the List of unrecognized states
States meeting the declarative theory

They have a defined territory, openly control permanently populated places, the capacity to enter diplomatic relations, and a government. They have been rejected from the main list of sovereign states due to the fact that no scholarly source has yet been found applying the theory to them.
