Take a list of objects. Either allow users to create their own tags or select them from a categorized list. Keep track of how many times each tag is associated with each object. Allow users to search the objects based on popularity (total downloads), rating, and/or some combination of tags. Optionally allow multiple tags to be searched at once. When searching by multiple tags allow different sorting methods. Sort by 1st tag then 2nd and so on, or take the average value of all the tags being searched for. Optionally allow users to create personal tag profiles of likes and dislikes to create recommendations of objects.
About wikipedia:
I suggest we add an OPTIONAL weighted tagging system to wikipedia articles. Allow anyone to read an article and either select tags from a list, or create new tags. By weighted, I simply mean the article keeps track of how many times it has been assigned each tag.
For example:
Take the golden rule. Do unto others as you would have done to you.
There would be an article in wikipedia for this concept. Then there would be tags associated with the article (think a very long list of "See also".) On this list could be things like World Peace, Pacifism, Non-lethal Weaponry, or Quellious. Note that the tags are subjective. Most people might not associate Quellious with the golden rule (or even know the reference), but so long as there is a connection in someone's mind between the two, there can be a tag, even an unpopular tag. This is where diversity comes into play.
