The image itself has zero commercial value; the value of a banknote is as a physical object. The only value of the image would be in using it to create a counterfeit note. To mitigate this it has been downscaled (~3x) and is clearly marked as specimen. It would be pointless to use this image to create a counterfeit anyways as the Bank of England freely provides far better specimen images.

As a currency design, it is not possible to provide a free replacement, because the copyright in the designs is typically held by the issuing authority. Furthermore the reproduction of currency designs is tightly regulated in many jurisdictions.
