Born on 19 September in Morigaon, Assam, into a traditional Assamese family . His father , Laba Chandra Sarma and mother, Labanya Sarma, provided him with a nurturing environment rooted in Assamese culture and values . Growing up in Morigaon , Sarma was deeply influenced by the rich traditions and socio-political environment in Assam , which would later shape his passion for activism and leadership . His early life experiences instilled in him a strong sense of commitment to the welfare of the Assamese community and its cultural identity .

Education

Utpal Sarma began his educational journey at Morigaon MV School, where he completed his primary education. He then attended Morigaon Model High School for his secondary education, excelling academically and showcasing leadership qualities from an early age. Following his high school education, Sarma pursued his Higher Secondary studies in Morigaon College before advancing to University Law College, Gauhati University, to pursue a BA LLB degree.

After successfully completing his BA LLB, Sarma furthered his academic career by enrolling in the prestigious LLM program at Gauhati University. His dedication to legal studies and his interest in academic research led him to continue as a research scholar in the Department of Law at Gauhati University, where he is currently

pursuing his doctoral studies. His academic achievements reflect his commitment to education and his desire to contribute to society through legal scholarship and activism.

Early Years in AASU

2009: Sarma took on the role of Education Secretary for the Morigaon College AASU unit. In the same year, he was elected as an Executive Member of the Morigaon Sadar Anchalik Students' Union.

2011: Elevated to the position of Education Secretary of the Morigaon Sadar Anchalik Students' Union.

2012: Became Education Secretary of the University Law College AASU unit.

2013: Served as Assistant General Secretary of the University Law College AASU unit and was elected for two terms as Vice President of the Morigaon Sadar Anchalik Students' Union.

Advancing Leadership Roles

2014-2018: Representing Morigaon Sadar Anchalik Students' Union, Sarma was first an Executive Member and later the Literary Secretary of the All Morigaon District Students' Union.

2015: Became General Secretary of the University Law College Students' Union, Gauhati University. Additionally, he took on an advisor in the University Law College AASU unit.

2017: Appointed as an Adviser to the Gauhati University AASU unit.
