Inaction is not and never will be a crime. Wikipedia does not have hard rules. Not taking action, even though it may be required, is allowed. Not allowing it would be strict. For example, if you notice some vandalism you wish to revert, but are not sure about some previous vandalism, and you only revert the latest, that is not a crime. It is something that can be improved on, that's all.
This does not apply when there is a policy in place. For example, if you see an attack page, a copyright violation, or a major BLP violation, you should report it. If you are unsure about this, it is best to ask for a second opinion, rather than ignoring it. Other than that, feel free to ignore anything.
