A: Vandalism is a way some people use to make fun of Wikipedia in a harsh/malicious way (except copyright violation, "sandboxing" the article, edit warring, accidental misinformation, incorrect markup, removal of unencyclopedic material and good-faith edits). Some vandalism are descriptions that are "out-of-the-box", some are "random characters" (hsycnkahkaakdhakdnk), some of them are pages that are totally blanked, some, after clicking "save changes", make the size (in bytes) of the article drop or rise abruptly. Some are hoaxes, some are offending the person, animal, song, place, holiday, etc.

A: When they receive enough warnings before being reported. "Enough" is decided with the user reporting the vandal. It is also convincing to report according to the vandal's warn history. If the vandal is insufficiently warned and/or has stopped vandalizing, admins will remove the report.

8) Would you report JoeSchmoe for the edit above, assuming it was his first vandalistic edit?
