Richard Ellis was the Utah State Treasurer from 2008 to 2015.[1][2][3] ...

Early Life and Education

He was born and raised in Klamath Falls, Oregon.[1] He recieved a bachelor’s degree in business management from Brigham Young University, and a master’s degree in business administration from the University of Utah.[2] He worked as an investment banker with Dougherty, Dawkins, Strand & Bigelow[1]

Political Career

Ellis spent nine years as the chief deputy state treasurer, and three years as the state budget director[1] first finance director for Draper City, Utah assistant treasurer with the Jordan Valley Water Conservancy District adjunct faculty member in Brigham Young University’s Marriott School of Business, teaching cash management and investments[1] 2014 president of the National Association of State Treasurers He is on the Board of Directors of the Municipal Securities Rulemaking Board (MSRB), and on their Nominating and Governance Committee.[2] He member of the Utah Retirement Systems Board of Trustees Utah Science Technology and Research Board Private Activity Bond Review Board While he has presided over the state treasury, Utah continued to enjoy a AAA bond rating.[4] He joined with those seeking to loosen the rules for distribution of the School and Institutional Trust Fund[5] Prior to 2015, Mr. Ellis's office was responsible for investing the $2 billion fund.[6]

Mark Walker was running for Utah State Treasurer, allegations surfaced that Walker offered his opponent for the Republican nomination, then-Deputy Treasurer Richard Ellis, a deal that included Ellis retaining his job as chief deputy in the office and getting a big raise if he would drop out of the race," [7]

Ellis resigned from the post of State treasurer effective November 1st, 2015, to take a job with the Utah Educational Savings Plan.[8]
