HISTORY
The Chamar caste is divided into 1156 sub-castes. The people belonging to the Chamar caste are residing in the countries contiguous to India like Nepal, Bangladesh and Pakistan. In India Chamar caste is known by different names in various states. Some of these names are Jaiswar, Gangapari, Perandus Pardesi, Deesa, Ahirwar, Deswar, Mahobia, Khairraja, Dohar, Rangia, Ladsav, Ladvi, Marathi, Parivaria, Nona, Meghwal-Varigia, Dakhni, Jeengar, Brar, Hariala, Salah, Kore Chamar, Kori, Satra Nagar, Halal Wakat, Chour, Depali, Vuji, Kalpa, Dor, Rangari, Raigar, Katai, Rakline, Madhga, Satnami, Karwal, Mochi, Sehvastavkaist, Chandel, Sarki, Kareel, Kori, Madiga, Kauli, Bannuwahi, Bhola, Jatia, Jatav, Changar, Sukria, Movanpuria, Balai, Dusadha, Koral, Chanwara, Chamarva, Chanal, Adidharmi, Kabirpanthia, Ravidasia, Julaha, etc.
Sub-Castes
Generally the following sub-castes are prevalent in the Chamar caste: Dhaia, Sehrawat, Rathi, Punia, Toor, Daswal, Bajad, Singel, Mehto, Sabharwal, Seemar, Bargujjar, Bhoria, Rang, Rangi, Kainth, Bhardwaj, Atri, Sidhhu, Sandhu, Dhillon, Chandar, Salan, Sehjal, Bangar, Guru, Mahi, Mann, Mehto, Badhan, Mehmi, Chopra, Virdi, Kalsi, Bhatti, Gure, Gaddu, Ahir, Saroa, Sodhi, Narwal, Bisian, Nafri, Jhim, Kanedhar, Mehra, Kashap, Sarangal, Kaler, Kundal, Laddar, Wariach, Bhatoi, Seemar, Badanwal, Dhuria, Jaloria, Kankhoria, Rachoia, Moria, Jagarwal, Atalia, Jalothoria, Dotinea, Dohra, Mehra, Heria, Rathor, Tangria, Tengna, Lathi, Madhu, Chohan, Raot, Rai, Ratria, Sonwani, Jangria, Kuria, Bhagmare, Mahia, Banjeria, Beghel, Tamorkore, Gyakwar, Labube, Daroch, Kochoch, Kehal, Heer, Baise, Janjuhe, Jnagal, Bhatti, Bilpuj, Bhatti, Kem, Pippal, Johankar, Peetal, Neekma, Nagalia. Besides Ajkonkar, Arlekar, Koregoankor, Kundlakkar, Kamble, Kerkar, Bagha, Batsan, Kalsi, Bahoch, Bagoch, Sahrehan, Gangar, Jassi. In India it is the second largest caste which is fully active in politics. The Chamar caste is considered to be the most influential caste in the group of scheduled castes. In the ancient Indian society the Chamar caste was considered to be the lowest in social status whose task was to carry the dead animals and engage in the leather job. However, presently in the world it has been considered one of the most dynamic castes. The Chamars of Punjab are part of the Sikhs and Ad-Dharmis. But they are also found in the other religions. During the Singh Sabah movement in the year 1873 they embraced the Sikh religion. In the 1931 census their number was 1,55,717. Politically, the Chamars have been playing a pivotal role in all political parties. ARMY This caste has been playing an eminent role in the army. During the first and second world wars the Chamar officers and soldiers played an important role in the British Indian army. During the second world war the first Chamar regiment was bestowed "Battle honour of Kohima" for its eminent role. In the Sikh Light Infantry of the Indian army the Chamars are largest in number. This regiment was formed in the year 1857. Likewise, in the second world war the Chamar regiment put in great contribution at the Japanese front and the Western Punjab (Now in Pakistan) leader Aube Khan was the first officer of the first Chamar regiment. During the mutiny of 1857 many Chamars played a prominent role. The name of the Chamar Banka belonging to Village Kharapur, Distt. Kanpur (U.P.), finds mention in history. During the Barekpur revolution Chet Ram Jatav and Bailu Ram laid down their lives.
In the various states like Rajasthan the people of the Chamar caste are known by many other names. The people of this caste are dealing in leather for a long time. The people of Chamar caste are found in a large number in the districts of Bikaner, Sri Ganganagar, Hanumangarh, Churu, Jhunjhu, Alvar, Bhartpur, and Dholpur District. These people are called Jatav in Bhartpur, Dholpur and Alvar. Two other castes called Raigar and Mochi belonging to the Chamar caste reside in Rajasthan. In Haryana (Ambala, Jind, Panipat, Karnal, Sonipat, Rohtak and Kaithal) most of these people are known as Julaha Chamar. PUNJAB
The Kabir Panthi is the sub-caste of the Chamar Caste. In the census for the year 1981 out of a total number of the Scheduled Castes the number of Chamar/ Ad-Dharmi/ Kabir Panthi counts 46.03 percent. Punjab being an agricultural state, more than 60 percent workers belong to this category. Not only this, in the last century, thanks to the efforts of Dr. B.R. Ambedkar the people belonging to this category have put in immense contribution in education and govt. jobs. Sri Guru Ravidas as well as the Sikh Gurus have contributed a lot to eradicate the caste system in Punjab. Bhai Sangat Singh Ji on whom Guru Gobind Singh bestowed his Kalgi, robes and Hukamnama (edict) and visage laid down his life in the fortress of Chamkour. He converted Dharam Dass Jatia into Sikhism and renamed him as Dharam Singh, who was among the Panj Piaras. Thousands of Sikhs sacrificed their lives at the behest of Guru Gobind Singh which finds mention in history. Gyani Dit Singh, who lived in Nandpur Kalour and who led the Singh Sabha movement, also belonged to the Chamar caste. The martyrdom of Jai Singh Khalkat has created Sikh history. He sacrificed his life before the Moghals. He refused to discard his religion. He belonged to the Chamar caste. His memorial is situated in village Baran near Patiala.
In Doaba the people of this caste call themselves Ad Dharmi, who instead of the Sikh and the Hindu religion, follow the teachings of Guru Ravidass found in his 'Bani'. Mangu Ram Mugowalia by his important contribution in the Ad Dharam Mandal movement segregated Doaba from Malwa. These people are more awakened religiously. Sanchalat Gurdwara/ temple and other places are the source of inspiration for the people.
During the last one century, out of the people who carved a niche in folk singing, folk music and folk arts, 80 percent out of them belong to the Chamar brotherhood. In the field of religion the Chamar caste has put in great contribution by embracing various religions, providing guidance and service. Alongwith the Hindu and the Sikh religion the Study of Radha Soamis, Nirankari, Sacha Sauda mainly known as Dhan Dhan Satguru Tera Asra and the sect that exists in Sirsa reveals that the majority of them belong to this caste. The entire world knows about the role played by 'Sri Guru Ravidas Sahib Ji' in emancipating the Indian society from caste discrimination in the medieval Sant literature.
MESSAGE OF THE SABHA
To spread : Equality, Independence, Social Awareness and Brotherhood.
MAIN OBJECTIVES/ AIMS
To apprise them of the culture, social, religions, political and literacy relationship in the society in which we have born and thereby to eliminate the inferiority complex in them and to augment the desire to live a dignified life and to materialise the concept of “PAY BACK TO THE SOCIETY” would be our main objective.
1. In the present phase of life, the people belonging to this society are also being exploited i.e. thinking them socially down graded an interior treatment is being done with them. They are being made Vitims of atrocities. Although the govt. helps them through the 'Atrocities Act' yet these people are not being given full justice. The Sabha would launch a struggle for the impletation of this act in the true sense of the word. In this connection the Sabha would constitute a human rights council based on retired judges, I.F.S., I.A.S., I.P.S., I.R.S. Officers, doctors, engineers, lawyers and the officers/ Employee’s belonging to the other departments which will prepare a report about the atrocities being done with the people of this class which would be sent to the responsible officers of the state and the central govt. Besides that, this information would also be sent to the organizations like U.N.O. continuously.
2. Efforts would also be undertaken for the reorganization of the Chamar Regiment established in the year 1951-52.
3. There are a lot of people in this category who can't struggle for the protection of their rights who don't have legal knowledge nor economically sound to fight for them. They would be provided legal aid and if required financial help will also be given to them.
4. in the constitution Baba Sahib Dr. Bhim Rao Ambedkar has made a provision of reservation. Efforts would be made to approach the govts. of the time in order to get it implemented in the true sense of the word. In the modern age there are many difficulties in the implementation of the reservation in the letter and spirit. The Sabha would make efforts to see that the reservation is practically implemented in the education and vacancies.
5. It would be first step of this Mahan Sabha to carry out the survey of the entire families of this caste living in India to see the number of students who could not go to school, or who have left the school half way and could not get higher education. On the basis of their number and reasons of leaving the school a movement will be launched to get them admitted in schools and if required they be provided the facility of education. In this connection a society named "People's Education Society” would be set up which would take steps to open schools, colleges and the university level educational institutions.
6. In order to solve the problems that are being faced by the students of this caste who are studying in the schools, colleges and universities and those problems may be economic or based on discrimination would be removed and an appropriate arrangement will be made to open a helpline for that purpose. In order to provide information about the admission and vacancies in the govt. semi-govt. and other institutions, such a wing will be established as will provide primary knowledge and help for induction in service in the medical, engineering, commerce, railway, army, police, finance, civil administration, semi govt. and private institutions. In the villages due to illiteracy and ignorance, there are such families whose children after getting education up to school level are not aware that which are the departments where they can get training and service as per their qualification.
7. Out of the students getting education in the, schools, colleges and universities, or the professors, lecturers and teachers who are teaching there, the writers, singers, songsters, dramatists and litterateurs, among them would be honoured to give them inspiration. The achievements of highly educated scientists, scholars, sportsmen and Social Activists belonging to this caste will be highlighted.
8. By organizing functions in the memory of the Gurus, warriors and martyrs, their miracles would be highlighted.
9. In this context the Sabha would organize an Anti Discriminatory National Conference every year in which not only the people of India but also of the whole world will participate.
10. In this society a large number of people are indulged in the intoxicants. The Sabha will endeavour for their de-addictions Sabha will be organize de-addiction camps, medical camps, awareness camps in the villages for their de-addiction.
11. Most of the people of this category are engaged in services but are not in business. The passage from the shopkeeper to the industrialist has not fallen to their lot. The Sabha will try to put the people of this category in the small business with the private, govt. and semi-govt. assistance and impart them special training for pushing them up from the small-scale industry to the large scale industry. They should be provided financial assistance in order to make them enterprising so that they might put in their contribution in the national building.
12. Keeping in view the importance of the religious Gurus belonging to this category especially the followers of Sri Guru Ravidass Sahib Ji, the religious places which are concerned with him will be looked after and preserved, and the saints who translate the divine Bani of Sri Guru Ravidass Sahib Ji and preach it will be duely honoured. The great warriors of Sikhism and the Sikh history, the Messiahs of honour and self respect, the preservers of the honour and dignity of the religion Baba Jai Singh Khalkat, Bhai Sangat Singh and others who have put in contribution in the different religions, will be highlighted and will the added to the pages of history.
13. A website has been prepared to give all types of information about this category in which the struggle of life and history concerning the religious greatmen of this category and their social, political, cultural and literacy activities will be fed on the website for the information of the people of the world.
14. Wings would be established by this Sabha including Judiciary, educational, and protection and social awareness wing in which the experts belonging to various fields would be inducted: - Judiciary Wing - Educational Wing - NRI Wing - Protection Wing - Students Wing - Labour Class Wing - Donor Cell
15. Efforts would be undertaken to bring out a monthly paper/ fortnightly/ weekly paper in order to give information to the general public about the and liaison will be maintained with W.H.O and Other Organizations activities of this Mahan Sabha i.e. for maintaining liaison. The person who intends to donate such as eye donation body donation or any other type of donation through the Sabha will be especially honoured.To accept the donations funds in cash or in terms of property form the general public and will accept aid form the Central/ state Government from time to time.
16. The main objective of the Sabha would be the establishment Chamar Bahwan in Chandigarh, Delhi and various cities of India and abroad in which apart from education, seminars against dowry, foeticide, medical camps, awareness camps, etc. would be organized in which the views would be exchanged for the betterment of society for invaluable contribution in the progress of the country.
17. To inspire all the Chamars of India and abroad that they should rise above the lingual/ regional/ dress barrios and join only one and to mould them according to the change/ development of modern age.
18. To give hard hitting reply to all type of oppression on the Chamars in the country/ abroad/ states.
19. In order to remove the backwardness of the Chamar community in the social, economic, political, cultural and religious filed each and every effort will be made and efforts would be undertaken to strengthen them in all respects;
20. Liaison will be made with UNESCO and other international institutions in the context of the problems of this category regarding the historical, cultural, literacy and religious information concerning the Chamar community.
21. The Sabha Shall arrange to install sports tournaments in District/State and town to arrange culture activities to improve the status.
