[edit]Charter Amendment No. 1 is a 2009 ballot measure in Pierce County, Washington. It is one of three proposed amendments on the General election ballot in November 2009. Amendment 1 would extend term limits for the Executive and the seven Councilmembers from two consecutive terms to three consecutive terms.[1]
Ballot title: "The Pierce county council passed Ordinance No. 2008-113 proposing to amend the Pierce County Charter. If approved, Proposed Charter Amendment No. 1 would: (a) move the election of Councilmembers and the Executive to odd-numbered years by 2015; and (b) increase term limits for both from two consecutive four-year terms to three consecutive four-year terms.

Background
[edit]Pierce County has had a charter form of government since 1980. This allows the people a level of discretion in structuring their local government.[3].
In 2006, voters approved a number of charter amendments,[4] recommended by the Charter Review Commission. [5] One of them, implementing Ranked-Choice Voting affected the offices of Councilmember, Sheriff, Assessor-Treasurer, Auditor, and Executive.
The offices of Auditor, Assessor-Treasurer, and Sheriff were extended to three four-year consecutive terms in 2007, a year later, by the voters.
The ordinance to put this measure on the ballot was adopted on December 2nd, 2008 by the Pierce County Council on a 5-2 vote,[6]
Unlike state measures, numbering of charter amendments in Pierce county do not carryover consecutively from year-to-year.
