Start with a non-free file (pretend it is your favorite album cover for this demonstration) being used outside of article:

I come along (or someone else comes along like maybe Werieth) with WP:AWB to clean up the WP:NFCC#9 violations and replace it with:

You mouseover the image to see why "your" image is gone, and the tooltip appears that you can read:

So you click, and it takes you to a new page (still not sure where, perhaps something generic like WP:NFCC/Replacement_rationale or something. However, it doesn't "just" take you to the page, it creates a new section with some specific details about which image and on what page it was used if it doesn't already exist and allows the editor to ask specific questions; it will also include generic information about their options to obtain and replace it with a free image or offer some suggestions to request the image be authorized to be used in other places.
