Since the end of February 2014, the French ArbCom (Comité d'arbitrage, CAr) is technically out of order. Indeed, it can't properly treat requests because of a lack of arbitrators. With the retirement of one of them and the resignation of another, there's three members left. Each request needs at least 3 arbitrators, so anyone under challenge can cancel the request by recusing one of the arbitrator.
The situation occurred about one year after the 10-months CAr reform of March 2012-January 2013 (between which the CAr was "closed"). Since that reform, there's been 11 volonteers for 6 arbitrators elected. Each arbitrator must be reelected every 6 months and since the beginning of 2014, only three have volunteered.
