Herb Raybourn was a professional baseball player, scout, and former New York Yankee Director of Latin American Operations who most notably in 1990 discovered and signed Panamanian Major League Baseball (MLB) soon-to-be Hall of Famer Mariano Rivera. Raybourn (1935-2017) was born in Panama City, Panama and is best known for "being one of the real pioneers in Latin American scouting... and responsible for putting Panama on the scouting map after discovering Manny Sanguillen, Rennie Stennett, and Omar Moreno."[1]
