M. Sanwar Jahan Bhuiyan
As a career civil servant, Mr. Bhuiyan is committed to develop himself as a training, HRD and OD expert through continuous learning, conducting quality research & consultancy and attending seminar and symposium with a view to contribute in the areas of HRD, management development and institutional development in public governance.
He started his career from Bangladesh Bank as an Assistant Director in 1993 and then switched over to Bangladesh Civil Service in 1994. He worked in different Districts and Upazials as Assistant Commissioner and Magistrate First Class, NDC and Assistant Commissioner Land. Since 2003, he has been working in the areas of training and development in BCSAA and BPATC.
He obtained first Master in Management with First Class and second Master in Human Resource Planning and Development from Guru Gobind Singh Indraprastha University, Delhi. He stood First Class First in that Masters program and awarded IAMR President Medal for outstanding academic achievement. He did another PGD in Leadership Management from UUM, Malaysia with distinction. He is a Deputy Secretary to Govt. and currently working as Director planning and programming in BPATC. As the part of his professional contribution he completed a consultancy work with KOICA-KMAC as one of the Local Consultants on “Developing the Training Capacity of Bangladesh Civil Service Administration Academy” with a view to develop curriculum and training materials on “Organization and Human Resource Management” during the period of October 2007 to May 2008. He also completed his responsibilities as the Assistant Component Director (Training) of MATT-2 HRD Program (A DFID Funded Leadership Development Program for the Top Managers of BCS) since October 2010. He worked as one of the Lead Facilitators in MATT-2 Management Development Program for four years. He is a professional writer and contributor in the areas of public management and governance, HRM and HRD. He jointly authored a book titled Organization and HRM which was published from KMAC of South Korea. He published 3 articles, contributed chapters in several training manuals, and edited 12 issues of a professional journal titled ‘Loka Proshashon Samoyeeki’ in BPATC. He jointly and individually conducted four research works and among them mostly on Training, Gender and HRD.
He evaluated one more research reports and Master dissertations from BPATC and BRAC University. He is contributing as one of the Adjunct Faculty Member to a prestigious private university in MBA course in HRM, Strategic Management and Public Management since 2007. He is a popular resource person of BCSAA, NAEM, NAPD & LATC. His areas of academic interest include Leadership Management, Human Resource Management, Strategic Management, Change Management, Training & Management Development, Gender and Development, Public Finance Management, Governance and Public Management and Land Management. He actively contributed in several areas for curriculum development and particularly contributed as the technical member for developing Strategic Plan for Institutional Development of BPATC. He is nominated as Innovation Officer of BPATC under a2i program of PMO.
Mr. Bhuiyan visited UK, South Korea, India, Vietnam, China, Thailand, Singapore, Malaysia for participating training programs and management development workshops and Netherland, France, Italy and Belgium for own interest.
