The Thento Union (Chinese: 天道盟) is one of the three major underworld organizations in Taiwan and the largest provincial gang union in Taiwan.

Formerly known as the "United Together Alliance", it was established in 1986 at the Taipei Detention Center, Agency of Corrections, Ministry of Justice, with the slogan "Eradicating violence, bringing peace and justice, and upholding justice for heaven.".

The Thento Union has considerable power and strong geographical relations. It has developed rapidly in recent years. In addition to Taiwan, the Thento Union has activities overseas, including the United States, mainland China, Australia, and Southeast Asia. Currently, together with the Bamboo Union Gang and the Four Seas Gang, they are known as the three major gangs in Taiwan. It is estimated that there are thousands of active cornermen and tens of thousands of partners in Taiwan.

History

[edit]

Time and space background: The origins after the "Yiqing Project"

[edit]

In 1950, the government of the Republic of China was defeated in Taiwan due to the second civil war between the Kuomintang and the Communist Party. Due to the interference and supervision of the United States in the politics of the Asia-Pacific allies after the Second World War, it had no control over non-party activists initiated within Taiwan or those who had influence on the Chinese Kuomintang. Those criticized (such as the overseas writer "Liu Jingnan") are difficult to deal with in a short period of time by the government (during the one-party system, Dang Guo). In addition, some children from the military dependents' village have a provincial complex, so they support the so-called gangsters affiliated with other provinces. To help the government solve problems that cannot be dealt with directly on the table, organizations affiliated with other provinces such as the Bamboo Federation have grown rapidly in this social context, and affected the living space of northern Taiwan in Dijiotou; it was not until the Jiangnan case in October 1984 and the subsequent implementation of the "First Clearance Project" by the government of the Republic of China on November 12 that alarmed the country and expanded the anti-gang operation, and was swept into The gang leaders in the prison were dissatisfied that the Bamboo Union Gang was still bullying others and were dissatisfied with the current situation (the government supports gangs from other provinces and privileges for ethnic groups, etc.), so the gang leaders in the prison proposed to form an alliance.[1]

The Establishment of the New Organization

[edit]

In July 1986, it was first initiated in the Tucheng Detention Center. Zhang Yongliang of the Feiying Gang was brought back to Tucheng by Taitung. Due to disputes and conflicts with the Bamboo Union Gang, the Bamboo Union Gang used its power to bully Zhang Yongliang, who was alone at the time. This incident caused public outrage among the corners of the province. This incident indirectly contributed to the promotion of "Big Cat" Lo Fu-chu of Wenshan, "Atan" Wu Tongtan of Keelung's "Tianliaogang", "Bo Zai" Li Boxi of Zhonghe, Wanhua "Huannan" "Market" Corner Head "Ah Bu Dao" Xie Tongyun, Hsinchu Sanguang Gang "Tou Zai Minde" Lin Minde, Sanchong Pu Corner Head "Xiao Jigong" Xiao Zehong, Kaohsiung Zuoying Corner Head "Ya Ba" Chen Xianming and seven other people, they took the opportunity to discuss alliance matters.[2] So on October 31 of the same year, Luo Fuzhu served as the oath executor in Tucheng, and he and the other five people mentioned above verbally swore an alliance (one of them, "Xiao Zehong", had been detained in Guishan Prison in August of the same year, so the oath was taken on the same day. did not participate but still retained their status),[3] The Alliance of Solidarity (formerly renamed as "Thento Union") was established with the purpose of emphasizing "eliminating violence, bringing peace and justice, and upholding justice for heaven"; Luo Fuzhu was promoted as the general contact person at that time.[4]

After everyone was divided into prisons, vocational training centers, correctional training teams, and prisons across Taiwan, including Yanwan (Ren-Room 13), Taiyuan, and Tucheng Prisons, responded one after another. Everyone in the prisons stood up and shouted, "Heaven's Way is at ease." "People's hearts have their own right and wrong" and slogans such as "If you don't return to the Bamboo (Couplet), you will return to the Heaven (Tao)"; later there were "Amao" Li Xinmao in Keelung, and "Kui Ge" Yang Dengkui in the corner of the Kaohsiung Canal "Northwest Aberdeen" , Taichung Gospel Street "Da Hu Tsai" corner "Xiao Tou Sheng" Hou Guisheng, Taipei Dadaocheng "Xiamen Gang" corner "Yuan Zai Hua" Zheng Renzhi, Taipei Gongguan "Sanhuan Gang" gang leader "Bald" Lin Yingming, Yun Lin "Brother Biao" Lin Qingbiao from the corner of Taixi, "Customs" from the corner of Tamsui and other corners of Taiwan have successively joined the "Thento Union" criminal organization. At this time, it is only considered the Thento Union in consciousness, that is, it is the original six consciousness groups of the Thento Union. There is no specific organization or formal founding ceremony.[5]

Unfortunately, on November 29, 1987, the "Yanwan Hunger Strike Incident" (codenamed Project 1126) occurred, followed by the more intense "Green Island Prison Riot Incident" (codenamed Project 1201) on December 1st of the same year. A total of eight training team members died and more than 20 others were seriously injured.[6][7] It was not until 1987 to 1988 (April 4 and 23) that due to the effects of the above-mentioned incidents, the lifting of martial law in Taiwan Province and the death of Chiang Ching-kuo, then President of the Republic of China, commutations of criminal sentences were issued across the country; people were gradually released from prison Later, several of the first specific organizations of the Thento Union were widely established throughout Taiwan: Wu Tongtan and Li Xinmao established the "Sun Society" in Taipei City and Keelung, Li Boxi established the "Peacock Society" in Zhonghe and Yonghe, and Xie Tongyun established the "Bu Bu" in Wanhua. Lin Mingde established the "Minde Association" in Hsinchu, Lin Qingbiao established the "Yunxiao Association" in Taipei County[8] and Chen Xianming established the "Renyi Association" in Zuoying (formerly the "Duck Overlord Association" in prison); Xiao Zehong is still detained in Taipei Prison in another case (sentence of 6 years, and he will not be released on parole until June 1990).[9]

An era of vigorous development

[edit]

In the early days of Thento Union's establishment, Taiwan's bubble economy was booming. Under the leadership of representatives such as Luo Fuzhu, Yang Dengkui, Wu Tongtan, and Xie Tongyun, in just a few years, the Thento Union not only had the support of public opinion representatives, but also financial support from consortiums behind the scenes; in addition to the military force of the northern and southern corners as a backing, plus the general The popular restaurant show in the south was put on the cable TV channel, and pachinko (commonly known as small steel balls) was introduced from Japan and later the capital operation of the Mark Six Lottery in Taiwan, thus pushing the cause of Tiandaomeng to its peak. Just when the power of the Thento Union was at its peak and they wanted to dominate the world, due to the uneven distribution of underworld interests, they continued to quarrel, causing constant turmoil in the world.[10] In 1989, the Thento Union clashed with the top ten gun criminals "Black Bull" Huang Hongyu and "Little Ma" Yang Ruihe. Huang Hongyu burned Luo Fuzhu's house and the main stronghold of Taichung City, the Louvre Ballroom, and also burned him to death. Luo Fuzhu's biological brother Luo Henko.[11]

In June 1990, Xiao Zehong was released from prison on parole and established the Jihu Association in the East District of Taipei City.[12] In July of the same year, the government implemented the "Xunlei Project", a nationwide anti-gang operation commonly known as the Second Cleanup Project, to strengthen the ban on the newly-rising Thento Union and the Bamboo Union Gang to suppress the momentum of illegal organizations. Among the three heavyweights from the Thento Union who were listed as the primary targets of the "Thunder Project", Luo Fuzu fled to the United States, Canada, New Zealand and Australia, and returned to Taiwan to participate in politics two years later; Wu Tongtan sneaked to Fuzhou, mainland China, and was arrested by the mainland police the following year. For the first time, he was deported to Taiwan to serve his sentence in accordance with the Kinmen Agreement. Yang Dengkui once went to Canada to develop real estate. He admitted that he was not guilty and that his "contributions were due to the party-state" and did not need to abscond. However, he was arrested and imprisoned after returning to Taiwan. On August 21, 1990, in order to compete for the interests of Taipei East District, the Sun Club teamed up with "Po" Ling Zhi, "Xian" Xu Wenxian and others to throw at the "Truth, Goodness and Beauty Dance Hall" operated by Da'anzhuang in Section 4 of Zhongxiao East Road, North City. Petrol bombs were set on fire to vent their anger; in early October of the same year, while Wu Tongtan was on the run from Fuzhou, he established the Sun Club's "Special Attack Team" in the West Lake Hotel in Fuzhou. Ling Zhicheng and Xu Wenxian served as captains and deputy captains respectively. In the early morning of October 9 of the same year, "Axian" Xu Wenxian, "Xiao Duan" Duan Wenxiang and You Qinzhi and three others were suspected of burning down the Buckingham sauna run by Lin Wenlang in retaliation.[8] At noon on September 22, 1993, Xie Tongyun was shot and killed by another local force in the association. The mastermind was Huang Zhuwang.[13]

Black gold politics and the expansion of power

[edit]

With the development of the times, the Thento Union in the 1990s also gradually "improved" itself. At that time, the government was promoting the 8 trillion six-year national construction public works plan. Tiandaomeng turned to public project bidding, stock speculation, real estate, media and newspapers. Later, due to profits from the stock market, it turned to shipping, futures and securities, entertainment and film and television industry, etc., and successfully intervened in national political elections. In 1994, Tiandaomeng carried out an internal reorganization and set up the "President", "Vice President" and the presidents of each association as "Senior Advisors". The senior advisors designated team leaders. It also intended to imitate the Taipei City Government and set up ten organizations in the original Taipei City. Administrative districts (Yanping, Jiancheng, Chengzhong, Longshan, Shuangyuan, Guting, Datong, Zhongshan, Daan, Songshan) have established "Top Ten Branches" respectively. In June of the same year, the Northern Sun Society split into the Wu Tongtan faction and the Shi Chuncheng faction. The two factions have been in conflict with each other for many years due to interest issues.[14]

In September 1995, the Sun Club expanded rapidly and was involved in many criminal cases and established many enemies, causing the situation to gradually get out of control. In order to check and balance the increasingly out-of-control Sun Club, the top leaders of the Thento Union recruited Wu Minggui, also from Keelung. The "Tongxinhui" and the Taiyanghui were established in Keelung, Xizhi and other areas to compete with each other. Several major social incidents such as firefights, armed fights, and shootings occurred between the two sides for several years.[15][16][17] The dispute between the Taiyang Society and the Tongxin Society caused unrest in public security. Yunlin's vertical line boss "Black Pine" Cai Yongchang, "Brother Biao" Lin Qingbiao and others went north to mediate the vicious fights between the two gangs many times.[18]

In December of the same year, Luo Fushu was elected as a member of Congress as a non-party member. He dominated the political arena as a legislator for 6 years (1996-2002) and became the first underworld figure elected as a legislator in Taiwan. He led the way and became a pioneer for many. The target of the gangsters to imitate; during the period, in early 1996, the leader of the gang was handed over to the former committee chief executive "Yuanzaihua" Zheng Renzhi (pseudonym Chen Renzhi) who was elected by everyone and had a higher seniority in the world. Before and after Luo Fushu was elected as a legislator, the power of the Thento Union expanded significantly, and the "Tongxinhui", "Wenshanhui", "Tianyinghui", "Tiandehui", "Taijihui" and "Buyuhui" were successively established across Taiwan. Branch "Huannan Association" and so on. In March 1996, "Bald Chen" Chen Zhinan was also elected as a representative of the National Congress, and established the "Xianghe Association", the largest secondary political inquiry group at the time, as the president .[19] In August of the same year, due to the successive murders of Four Seas Gang bosses and the Supreme League's intervention in the company's shareholders' meetings, the government, under pressure from all walks of life, implemented the "Political Project" to expand the nationwide anti-gang campaign, once again creating another wave of gang members. Large-scale avoidance of overseas travel.[20]

Because of the label "gangster legislator", Taipei County Legislator Liao Xueguang was kidnapped at his home in Xizhi by members of the Thento Union and imprisoned in Linkou Mountain. This was the "dog cage incident" that shocked the public at that time. After the incident, Liao Xueguang insisted on this incident and became the This was done by legislator Luo Fuk-suk of the same constituency and members of the Thento Union. Although the evidence cannot show that the person involved in locking Liao Xueguang in the dog cage is related to Luo Fuzhu, the person involved in the case found by the police is a member of the Thento Union.[21][22]

Changes and Current Situation of Power Structure

[edit]

Starting from April 2000, the two factions within the Sun Society formed the "New Sun Society" and the "Old Sun Society"; in August of the same year, the "Jilin Tea Shop Shooting" occurred in Taipei City, and the acting president of the Sun Society "World General Fang Shixiang was shot to death, which showed that the struggle between the Sun Society and the Tongxin Society gradually expanded from Keelung to other parts of northern Taiwan. In March 2002, the president of the New Sun Society, "Dang Li" Yan Dangli, was shot to death on the street in Zhonghe. The internal strife of the Sun Society intensified. During this period, the Sun Society was even more concerned about the fact that Wu Tongtan personally awarded Tiger Brand the first prize in Cambodia. The Five Tigers, including the acting killers "Iron Tyrant" Zeng Yingfu, "Pacific Insurance" Zeng Yingjin, "Little Deng" Deng Yongran, "Flying Dragon" Chen Changling, and "Donggang" He Musheng, are involved in social cases such as murder, kidnapping and extortion, bringing the Sun to the Tiger brand The Killers make a name for themselves. In the south, big brothers such as "Kui Ge" Yang Teng-kuei, "Shuangwu Zai" Yang Shuangwu, and Chen Qiuqi are gradually developing the prototype of the alliance.[23]

In 2002, the leadership structure of the Tiandao League changed. With the spiritual leader "Big Cat" Luo Fushu being involved in many cases, he could not continue to run for the Legislative Council. In addition, "Brother Kui" Yang Dengkui had retired from the world after becoming a successful businessman, and the martial arts faction "Brother Tan" Wu Tongtan has avoided overseas for many years, and the power of the three representatives has gradually declined. Therefore, the leadership position was replaced by Zheng Renzhi, the original leader of the "Manga Xiamen Gang". In order to consolidate his real power, Zheng Renzhi recruited many people from all over the country and successively established "Tianyi Hui", "Tianqing Hui", "Tianming Hui", "Beihai Hui", "Songshan Hui" and "Tianlin Hui" throughout Taiwan. and branches such as "Guan Sheng Hui".[24] During Zheng Inzhi's era, he advocated "reconciliation and coexistence" and made peace with the old enemy Japan and Japan, which led to some old members being dissatisfied and establishing their own groups.[25]

In 2005, Zheng Renzhi took advantage of the funeral of the gangster "Mosquito Brother" Xu Haiqing to show his strength in the gangs. Not only did he call on gangs from all over the country to hold a press conference to establish the so-called "Peace Day for the Gangs," he also promised himself to be the new generation of "Arbiter of the Gangs." This move has attracted the attention of the government and security agencies. In addition, Zheng Renzhi has become old in recent years and intends to withdraw from the position of leader and assume a behind-the-scenes "arbitration" role. Therefore, Zheng Renzhi recommended Xiao Zehong, the president of the Ji Guild, "Xiao Jigong" as the new successor. In early 2008, Xiao Zehong took over as the third leader of the alliance.[26]

In October 2008, the police discovered a professional baseball lottery betting case (black rice incident) involving members of the Chinese Professional Baseball League dmedia T-REX, and many members were arrested. In January 2009, the "China Financial Channel" company door located at Lane 420, Guangfu South Road, Daan District, Taipei City was shot in the early morning. On the same day, an important stronghold of the Economic Association (Tiandaomeng) in the same building as the Financial Channel was seized by the police. In July of the same year, regarding a project vulture case in Taipei, the Taipei City Police arrested important members of the Bufahui, including President Lin, Taiyang Hui, Wen Jiaotou, and Chen Jiaotou, at an important stronghold of the Tiandao League on Guangfu South Road in Taipei. Chairman "Crazy Jigong" Xiao Zehong escaped without a trace during the police operation.[27] In 2011, Shi Wanhao (Sun Club), who had fled to Shanghai, China for many years, returned to Taiwan. In November of the same year, he announced at a wedding banquet that he would take over the position of "Head of the Thento Union".[4]

At 8 o'clock in the evening on July 20, 2016, Liu Baosheng, the "Baoshengzi" of Thento Union in Luzhoujiaotou, was killed by a sniper. It is understood that this was related to the multiple self-administered redistricting in Banqiao and Jiangzicui in recent years. On the table The builders and the gangs operating behind the scenes are all eyeing the huge benefits of this construction project.[28]

In 2019, because the fourth leader "Wan Hong" Shi Wanhao left the gang after getting married, and the third leader "Xiao Jigong" Xiao Zehong, who actually controlled the gang, died of cancer, the Sun Club, which Wu Tongtan had long supported, became the fifth Chairman "Tie Ba" [Tsang Ying-fu] was elected as the fifth leader after a recommendation meeting in February.[29][30] He officially took office in May.[31]

In March 2019, the word "Tiandao" with the word "Thento" similar to the totem of the Japanese Yakuza emblem appeared for the first time at the "Xiao Jigong" public memorial ceremony. Since then, it has generally appeared in events dominated by the "Sun Club" faction.[32]

In August 2020, the media disclosed reports that in order to check the excessive power of the new alliance leader "Tieba" Zeng Yingfu, the top leaders of the Tiandao League formed a group of spiritual leaders "Brother Tan" Wu Tongtan, former president of the Bufa Association "Shao Poxiu" Lin Zhenxiu, "Culuo" Shen Chunxiong, "Long Ge" and other four elders of the Thento Union have officially assumed the advisory positions of the "Four Elders" and have become the decision-making core of the Tiandao League. The four elders adopt a "collegial system" to decide on various aspects of the Tiandao League. Decision-making, although the leader of the Tiandao Alliance is still the "Iron Hegemon" Zeng Yingfu, this move is also to prevent excessive concentration of power.[33] However, as early as a few years ago, the Sun Alliance headed by Wu had not yet obtained the title of alliance leader. During the period of violent competition with other associations, it had planned to leave the Tiandao Alliance and create a new "Sun Alliance" of its own. Now, in addition to obtaining the title of alliance leader, , and further directly formed the so-called "Four Elders" by the elders from the Sun Society system or very close friends. I am afraid that it will eventually surpass or replace the traditional practice of the Tiandao Alliance in which the mainstream representatives of each sect jointly deliberate , to make "power" more concentrated and stable in the hands of the Sun Society system.

Various associations and organizations

[edit]

The internal structure of the Thento Union, each union (or association) is the specific structure of the organization, and they are all similar; usually (initiator), president, vice president, consultant (this status is not necessarily an insider of the association, but can be They are committee-level cadres such as "members" (or "elders") who are hired by the president) or have higher qualifications, seniority and prestige. They are usually called "dongzi", "boss", group leader level cadres. Called "Big Brother" or "Brother"; the team leader is recruited by the president and vice-president respectively, and is not restricted by region.[34] There are several groups under the association (branch); compared to the "assembly" which is the core of organizational decision-making, the "group" is regarded as a street force that performs tasks, headed by the group leader (corner head). "Groups" usually have around 10 people, and larger ones can exceed 30 people. The "hui" depends on the number of subordinate groups. The mainstream (direct) club is usually powerful with dozens or even hundreds of people, and the peripheral (branch) clubs usually have dozens of people.[35]

The "committee" of the highest arbitration is a common channel for consultation and decision-making between various associations (associations) (collegial system; in fact, it is not like the "Central Standing Committee", "General Conference, General Hall" and so on in other provinces. Specific core organizations exist); the "senior cadres" responsible for convening and presiding over meetings are composed of mainstream representatives (usually founders or their direct relatives) of each association and local provisionals (called elders) , consultants or committee members), the meeting is usually held under the cover of a large dinner party or special gathering events (temple fair, religious gatherings, weddings and funeral ceremonies). The alliance leader (general liaison and convener) is only the nominal head of the organization responsible for coordination. The real power is still in the hands of the presidents of each association (affiliation). Generally, each association (affiliation) operates independently and is not subordinate to each other, so within the Tiandao Alliance The structure is more humane and can shine freely.[35]
