The Jungchuwon (Korean: 中樞院) was the legislature of Joseon and later the Korean Empire, established in imitation of modern legislative institutions.
It was established in 1894 (the 31st year of the reign of King Gojong) to serve as an advisory body to the king. In 1896, in response to demands from the Independence Club and People's Joint Association for greater participation of the people in politics, it was divided into two houses: the Chikseon, or the upper house, appointed by the king/emperor, and the Minseon, or the lower house, directly elected by the people. The upper house had 25 members, while the lower house had 75. [1]
It differed in composition and character from the Chungchuwon or Chungchubu, which were responsible for the royal treasury and mobilisation of troops before 1466 (the 12th year of the reign of King Sejō) when their membership was transformed into an honorary or part-time position for incumbent government officials.
