Since Sweden had agreed to Germany using the Swedish telecomunications network, it had access to almost all German tele-traffic to and from Norway. Offcourse this traffic was encrypted, and the task of decrypting it started emediatley. In the summer of 1940, mathematician Arne Beurling, succeded in breaking the German cipher.
