Everyday, many Wikipedia accounts are created. Many of them are never used, while some of them are used by people who contribute positively. Some of them may have usernames that violate the username policy, like F Off You F-ing F-er or (insert famous celebrity's name here). A user reports these usernames to Usernames for administrator attention (UAA). However, it gets declined because "Wait until the user edits". Why?
Users that don't make edits are generally considered useless, and don't need to be reported to UAA. Also, users that contribute positively to the encyclopedia don't need to be reported, because UAA is only for serious and blatant violations of username policy, so it would be better to discuss this with the user on their talk page. Reporting good-faith users to UAA would probably WP:BITE these users, and unused accounts would be a waste of time to be dealt with.
