Lieutenant General Teo Luzi, Arma dei Carabinieri (Italia)

Lieutenant General Teo LUZI was born in Cattolica (Rimini) on November 14^th 1959. He is married to Mrs. Giusy and has a daughter, Eleonora.

Biography

Studies

He began his military career in 1978 by attending the 160^th Course at the Military Academy in Modena and completed his military studies at the Carabinieri Officers School in Rome in 1980-1982.

He attended the 117^th Senior Staff Course at the Italian Army War School, the 1^st ISSMI Course (High Institute for Joint Force Staff) and the 64^th IASD session (Institute for Advanced Studies for Defense) at the Italian High Center for Defense Studies obtaining, with the highest merit, the titles respectively of "School of War", "ISSMI" and "IASD".

He graduated in "Political Sciences" at the University of Rome "La Sapienza" in 1987 and in "Law" at the same University in 1991. In 2004 he graduated in "International and Diplomatic Sciences" at the University of Trieste. In the same year he obtained the 2^nd level Master in "Strategic Sciences" at the University of Turin and in 2013 that of "Global strategy and security" at the University of Rome "La Sapienza".

He was director of the magazine “Il Carabiniere”.

Military Carreer

He held Command assignments for over 18 years to include the Territorial Company of “Roma Centro” (1984-1992), the Territorial Provincial Commands of Savona (2001-2003) and Palermo (2007-2012), during which he contributed to consolidating the role of public institutions in local society and made a significant contribution to the fight against organized crime, both associative and financially driven. Among other major investigations, in 2008 he coordinated the "Perseo" operation which led to prison, by order of the Anti-Mafia Prosecution Office of Palermo, over 100 affiliated with "Cosa Nostra", interrupting the criminal project to reconstitute the "Sicilian Cupola”; he has also coordinated investigations that allowed the judicial seizure, pursuant to anti-mafia legislation, of assets for a total value of more than 500 million euros.

From 2016 to 2018, he was Commander of the “Lombardia” Carabinieri Legion.

In over 10 years of service at the Carabinieri General Headquarters, where he held, among others, the positions of Head of the Budget Office and Head of the Armament and Special Equipment Office, he exercised managerial assignments of increasing responsibility, hence becoming the Head of the VI Department ("Planning, Budget and Control Planning") responsible for the Institutional financial budget and, subsequently, Head of the IV Department and Logistics Inspector ("Logistic Support of the Forces") responsible for the operational use of the resources assigned for the functioning and the modernization of the Carabinieri. In this capacity, he was part of the "management team" in charge of identifying the strategy for the implementation of the "spending review" in the Armed Forces and in the Police Forces.

From 2004 to 2006 he was responsible for the Ministry of the Interior for technological projects implemented within the National Operational Program, financed for a value of 40 million euros from the European Union.

In addition, he also held various positions abroad including the one of Chief of Staff at the "Multinational Specialized Unit" (MSU) in Bosnia & Herzegovina (1998-1999) and Team leader of the MSU "advanced party" in Kosovo.

From 6^th September 2018 to 15^th January 2021, he held the high position of Chief of Staff of the Carabinieri General Headquarters.

He is awarded the honor of "Knight of the Grand Cross of the Order of Merit of the Italian Republic".

He strongly believes in environmental protection and in the innovation of the public administration. In this respect, he believes that the assumption of every good manager is article 98 of the Italian Constitution which states that "Public employees are at the exclusive service of the Nation".

On 16^th January 2021 Lieutenant General Teo LUZI was appointed Carabinieri General Commander.

From 1 January 2023, as part of the annual EuroGendFor’s rotating Presidency, he has taken the Italian Chairmanship within the High Level Interministerial Committee (CIMIN), on behalf of the Italian Defence.
