The Generals' Plan refers to a siege strategy proposed and implemented by Israel to force the complete evacuation of Northern Gaza by labeling all remaining civilians as military targets, stated to be a means to weaken and incapacitate Hamas during the Israel-Hamas war. The plan also outlined the severely restriction of humanitarian aid to northern Gaza had been severely restricted, with virtually no aid deliveries during the first two weeks of October 2024.
