"They" are the multinational corporations -- the military-industrial complex -- the Power Elite, hardly differentiable from "organized crime." Using fear to pit people against each other, they profit from selling us the weapons to kill each other.

There's no place like Spaceship Earth -- it could have been an oasis: Why did we fail? Negative vibrations are emanating from Earth, and causing so much concern around the universe, that everyone else has concluded it is necessary to intercede in the mess we have made. We will be scared by their actions.
