President H.W Bush, On July 21, 1989, sent a draft bill to congress proposing amendments to the Clean Air Act [1]. The core of the amendments were meant to reduce acid rain by limiting sulfur dioxide emissions from coal burning plants, to bring eighty urban areas up to current air quality standards and to lower emissions from over two- hundred airborne toxic chemicals[2]. Bush originally supported a cap and trade system to reduce chemical emissions but eventually adopted a more Republican stance [3].
